INVITATION FOR BIDS
Sealed Bids for the construction of a Boiler Replacement project at Chestnut Ridge High School will be received on a lump sum basis in the following separate contract categories by Chestnut Ridge School District (Owner) at the District Administration Office, 3281 Valley Road, Fishertown, PA 15539 until 10:00 a.m., local prevailing time, on Tuesday, March 10, 2026.
Contract No. 1 – General Construction Contract No. 3 – Electrical Construction
Contract No. 2 – HVAC Construction
All bids so received will be publicly opened and read immediately afterward in the District Administration Conference Room. When arriving, all visitors are required to comply with sign-in and identification procedures established by the School District.
The Engineer is Gatter & Diehl, Inc., 5 Corporate Drive, Suite 105, Bedford, PA 15522, Telephone (814) 623-5111. During the bidding period, questions regarding the project shall be e-mailed to the attention of Dorsey Wertz at [email protected] .
Complete bidding documents, in PDF electronic copy format, will be available from the Engineer at no cost. Hard copy will not be available from the Engineer. Please e-mail Dorsey Wertz ([email protected]) to request the bidding documents. The Engineer assumes no responsibility for information derived from incomplete sets of documents or for issuing addenda to entities who obtain documents from sources other than the Engineer.
Documents will not be available for examination at the Engineer's office. Documents may be available at the following locations: Pennsylvania Builders Exchange (East and West), Pittsburgh & Harrisburg, PA; Altoona Builders Exchange, Altoona, PA; Lebanon County Builders Association, Lebanon, PA; Northeastern Pennsylvania Contractors Association (NEPCA), Pittston, PA; ConstructConnect; iSqFt Construction Software; The Blue Book Network; and Dodge Data & Analytics.
A Non-Mandatory Prebid Conference will be held for prospective bidders on Thursday, February 26, 2026, at 3:30 p.m. in the Chestnut Ridge High School Library, 2588 Quaker Valley Road, New Paris, PA 15554. Arrangements to otherwise visit the project site must be made through Kelly Sparks, Director of Facilities at 814-839-4195 ext. 3340. All visitors to the site are required to announce themselves at the School Administration Office and to comply with sign-in and identification procedures established by the School District.
Bids shall be submitted in printed form to the Owner as identified below and shall be mailed or delivered to Owner and be received no later than time stated above. Oral, telephonic, facsimile, e-mail, or telegraphic bids are invalid and will not receive consideration. Except as provided by law, bids shall be irrevocable for sixty (60) days after bid opening date, unless award of contracts is delayed due to required approvals of another governmental agency, sale of bonds, or the award of a grant or grants. If so delayed, bids shall be irrevocable for one hundred twenty (120) days in compliance with the Commonwealth Procurement Code.
Each bid shall be accompanied by a bid guarantee in the form of a certified check, a cashier’s check or a bid bond of an approved Surety Company in an amount of not less than ten percent (10%) of the amount of the bid. Check or bond shall be drawn in favor of Chestnut Ridge School District.
Notice is given that this construction work for which bids are being solicited constitutes a public works project subject to applicable provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended and supplemented National Apprenticeship Act, 29 U.S.C. §50, et seq. Appropriate prevailing minimum rates, as promulgated under provisions of said Act, must be paid by contractors in connection with performance of the necessary work. Notice is also given that this project is subject to the Pennsylvania Human Relations Act, the Act of October 27, 1955, P.L. 744, as amended and supplemented.
The Owner reserves the right to reject any or all bids or parts thereof and to waive, at its discretion, any or all irregularities, mistakes, omissions, or informalities relative thereto.
